Why this exists

Pet friendly is not standard.
Every property writes its own rules.

One hotel chain allows two pets under 50 pounds at no charge. The next charges a nightly fee per pet with a weight cap that disqualifies most dogs. A cabin listed as pet friendly may mean dogs only, one dog, or a refundable deposit that doubles the nightly rate. None of these policies are required to appear in the same place or use the same language.

Airlines operate the same way. Each carrier sets its own in-cabin size limits, cargo restrictions, breed bans, and health certificate windows. The USDA APHIS requirements for international travel layer on top of those, with country-specific deadlines that can disqualify a perfectly healthy pet if the vet visit happens one day late. Most pet owners discover this by reading the wrong page at the wrong time, or by finding out at check-in.
